Measurements on Size Charts are not based on the physical swimwear measurement but based on the body measurement.
Swimwear are made out of stretchable material and will expand slightly more when in contact with water.
Size Chart is based on tight fitting to prevent wrinkle on the swimwear which causes drag in the water.

If required, do get 1 size up for a loose and more comfort fit
